Definitely not. The broth is usually pork or beef. For pescetarians, a fish broth is available. Maybe you could get away with a shoyu broth which is made from fermented soy beans, but then you would have the yeast.
The second problem comes with the ramen. The best ramen use eggs in the manufacturing process. Some have whole eggs which add flavor and fullness because of the yolk while others add egg whites as a binder.
Your best bet is to buy some instant noodles from the grocery store and rehydrate it with hot water. There is a brand from Indonesia that uses guar gum and is Halal. The brand is Nasi something or another. Check the ingredients label to make sure it doesn't have eggs.
