The plan with breakfast seems to be the cheapest. The food is very delicious, so I personally recommend having a meal. If you really want to stay without meals, why not negotiate with the inn?
If it is a stay with a meal plan (more than 2,500 yen) even if it is 20 or more people in one-day bathing, it will probably be OK if it is accommodation.
